If you submit to the top level category, the editor will have to move it to a more relevant category. He will have to spend time finding the appropriate category for your site. Most editors are volunteer and not paid to review the submissions. Since they need to go to work, they will not have time to move it to the right category. Sometimes, a site that is rejected from the directory will never be considered for inclusion again.

The site must not provide content that is identical to the other sites that are already listed in the directory. One trick that webmasters use is to submit sites with identical content under different domains. Sometimes, they will redirect the domain to the main page. For example, Patio Company may submit patiofurniture.com and a different URL patioguide.com to obtain two listing inclusion from the directory. Most directories are manually reviewed so you should avoid this practice.
