Enclosed in the bid are accurate and detailed requirements of the government and all furnished documents which are intended for the said bidding. Then submit the proposal on or ahead of time. In sealed bidding any interested vendor or bidder who participated in the said bidding can attend and witnessed the event. Then the contracting officer will open the sealed bids and read or announced it publicly. All announcements are recorded properly. Then the contracting officer (CO) will assess carefully the sealed bidding and then award the contract to the lowest bidder provided that it conforms on the requirements that the procuring department has set on the bid of invitation.
