Insert the operating system installation disk and during the start up process press F10 or boot from disk. This should auto play the installation CD and an installation wizard should pop up.
Choose the language settings (English, French, etc). Then click on "repair your computer". Once the installation CD fixes the error and boots up Vista, you can then connect your USB devices one by one.
